Less than half of UK children meet UK Government Guidance that they engage in at least 60 minutes of moderate to vigorous physical activity (MVPA) per day. Studies show that active travel to school (for example, walking or cycling) can increase children’s physical activity levels. However in the UK, rates of children’s active travel to school are well below many other comparable European countries. Suffolk County Council launched the ‘Suffolk Free Wheels’ intervention in Spring 2026. The intervention comprises a free cycle loan to students in Years 5 and 6 (the final years of primary school), alongside Learn To Ride and Bikeability Level 1 & 2 for students, Learn to Fix training for parent/carers, and Family Cycling Confidence to both groups. In April 2026 the intervention will offer up to 400 loaned cycles, targeting in the initial roll-out Year 5 students in 10-15 primary?schools within or adjacent to the most deprived Lower Super Output Areas (LSOAs) in Suffolk. There will be a second tranche of 400 bikes distributed to a second cohort of Y5s in September 2026. The aim of the proposed study is to conduct a mixed methods process and impact evaluation to understand impact on mode shift to active school travel, physical activity levels, and the health and wellbeing of young people who participate in the Free Wheels intervention. Quantitative data will be collected through a survey of Year 4 and 5 students in up to 10 schools participating in the scheme at two time points: pre-intervention baseline, and at one year after baseline. Qualitative data collection will include interviews with intervention staff focus groups with participating students, and in-depth interviews with school staff and parent/carers. The study findings will support the identification of lessons and recommendations for any future roll out of the intervention.
