The project aimed to examine actions taken by several local authority case study sites to try to reduce alcohol related harm in their locality. Methods included gathering data by talking to the local authorities and people involved in the plans and initiatives, gathering data on the case study sites, and gathering data on every local authority in England in terms of alcohol purchasing and consumption, crime rates, hospital admissions and deaths for alcohol related diseases. Qualitative data analysis was used to understand why policies were enacted (or otherwise), and how policies worked in practice. Statistical analysis was used to estimate the effectiveness of interventions in reducing health problems and crime. Health economic modelling was developed to estimate the long-term health and NHS costs consequences of the policies. Findings include that: - Different LAs take different approaches to policy development(1) - LAs learn from each other and transfer policies between each other in a multitude of ways, ranging from formal academic evaluation to conversations in informal settings. (2) - Cumulative impact policies (CIPs) are useful for regulating alcohol licensing, involving locally tailored criteria for accepting or rejecting licence applications. CIPs we studied define and discourage types of alcohol outlet perceived to be harmful but at this stage the health impacts of modifying outlet type, rather than density, are not known(3, 4). - Data can be analysed mapping the changing levels of availability of alcohol across local authorities in England, showing increases in off-trade (shops and supermarkets) and decreases in on-trade (pubs and bars) over more than 10 years (5) - Methods can and been developed to estimate local levels of alcohol consumption from national survey data (6), and local levels of alcohol dependence (7). - Health economic modelling of long-term effects of policies at local authority and regional level can be developed and a subsequent research grant building on the WP6 work found local minimum unit pricing for alcohol could potentially be effective at reducing health harms and inequalities (8, 9) - Statistical methods can be developed and implemented to evaluate policies in terms of their estimated effects on hospital admissions and crime(10-12) - Local licensing policies were found to be effective in reducing health harms and crime related to alcohol (13-17)
