The work proceeds in three phases: technical setup, large-scale processing of eligible content, then ongoing operation as a routine service. If successful, this infrastructure will quietly strengthen the backbone of open science. Researchers, clinicians, and the public will find and reuse book-length research as easily as they now find journal articles. The system is designed to expand, so additional funders can join later, widening access to publicly funded knowledge without requiring each institution to build its own solution.
