Supporting the Roles of Science Granting Councils in Africa’s Sustainable Development

The third phase of the Science Granting Councils Initiative (SGCI-3), running from 2026 to 2030, is designed to reinforce the leadership and institutional capacity of Science Granting Councils (SGCs) as pivotal actors in strengthening national science, technology, and innovation (STI) systems across sub-Saharan Africa. Building on the progress of SGCI Phases 1 and 2, this phase will deepen support for SGCs to manage and fund high-quality, priority-driven research and innovation that addresses national development challenges. SGCI-3 recognizes SGCs as key enablers of robust STI ecosystems. It will enhance their ability to shape and implement evidence-informed policies, foster inclusive research environments, and catalyze partnerships with the private sector and other funders. The initiative will also support the development of internal systems and services, particularly for new and emerging Councils, ensuring they can effectively steward national research agendas. Aligned with the STI Strategy for Africa 2034, SGCI-3 will promote African ownership and sustainability through increased co-funding, alignment with continental priorities and Council-led decision-making. By strengthening the institutional foundations and strategic influence of SGCs, the initiative aims to build resilient national STI systems that are essential for long-term, inclusive development.
