The 2nd Ibero-American Open Science Congress 2025 in hybrid mode, promoted by Openlab Ecuador Foundation, the Free Knowledge, Software and Hardware Research Network together with important Ibero-American organizations, with the accompaniment of UNESCO It aims to generate a space for dialogue between the Academy, the State and Civil Society on the right to science and the importance of promoting transformations in the way science is understood from an inclusive, open, participatory and responsible perspective, through:* Facilitating dialogue and experience exchange* Identify barriers to the implementation of open practices.* Generate a space for dialogue to share best practices.* Open dialogue between academia, the state, and civil society.To ensure the Ibero-American Open Science Congress is accessible to more researchers, organizers decided not to charge submission fees nor attendance fees. We envision the Congress as a free, open, non-commercial, collaborative space funded by academia, NGOs, and civil society.Thematic lines:* Artificial intelligence and open science* Predatory journals, APCs, and bad practices in science.* Citizen and participatory science: experiences and methodologies* Policies, good practices, action plans and sustainability* Open infrastructure for science: good and bad practices* Monitoring, metrics and evaluation: practices, experiences and impact of open science* Skills development, awareness-raising and outreach processes.
