The RESURGE project will contribute to building a coherent and resilient policy framework for responding to immediate economic security threats, while also equipping the EU to meet longer-term challenges to its open strategic autonomy and research security that are already on the horizon. The project’s central objective is to find solutions to the dilemma of protecting Europe from weaponisation of interdependence while maintaining the openness of the global economy that has allowed trade and investment to flourish, and deepening relationships with like-minded partners in other regions of the world.To help policymakers, business-executives and the wider public to understand and better navigate these difficult dilemmas, the distinctive approach of RESURGE is to look beyond import dependence to consider that the next shocks may come through channels such as exports, profit repatriation, asset expropriations, financial channels, coercive technology transfers, digital interconnections, and climate impacts. Rather than fighting the last battle, the EU has to anticipate and prepare for the next challenges. Using the global view offered by RESURGE’s consortium partners and their networks beyond the EU, we will provide policy-focused recommendations to be disseminated through our close connections with policy, business and research communities in Brussels and national capitals.RESURGE will contribute to the creation of a robust and adaptable policy framework by providing a deep understanding of the motivations and capabilities of Europe’s most important economic interlocutors; recommendations for how to enhance and add to its instruments and policies to prevent, protect, promote and partner; and proposals to enhance internal capacities of foresight and governance that will maintain a dynamic awareness of both external threats and the benefits of collective action at EU level for economic security.
