Europe’s shift towards a greener and more digital economy is unfolding within regions shaped by past industrial transformations. The decline of coal, factory closures, automation, and offshoring have left lasting inequalities and weakened trust in institutions - factors that still influence how regions cope with change today.PACT responds to this challenge by learning from the past and using this knowledge to guide fair and effective transition strategies for the future.The project delivers four key contributions:(1) Learning across time: New indicators that make it possible to compare past and present transitions, helping us understand what worked and what did not.(2) Connecting evidence: Integrated data linking jobs, businesses, policies, and public debates, showing how transitions affect regions and people.(3) Preparing for the future: Practical tools that allow policymakers to explore future scenarios and test different policy choices before implementing them.(4) Involving people: Participatory approaches that bring together policymakers, workers, businesses, and communities to co-design solutions that are fair and widely supported.By combining lessons from the past with new tools and inclusive approaches, PACT helps ensure that Europe’s green and digital transitions strengthen resilience, promote prosperity, and reduce inequalities across regions.
