Protecting health in a changing climate - Wilton Park conference

In plain English

AI plain-English summary

A diplomatic conference in Wilton Park will try to unlock more money and partnerships to help developing countries protect human health as the climate changes. This matters because climate change is already straining health systems in low-income countries—through heat stress, infectious disease spread, and disrupted food and water supplies—yet the funding and coordination to adapt remain woefully inadequate. The Belém Action Plan, agreed by health ministers, identifies priority actions, but turning those into real-world programmes requires cash, political will, and cross-sector collaboration. If the event succeeds, it could produce concrete agreements on how to blend domestic budgets, international aid, and private finance to build climate-resilient health systems. That might mean better early-warning systems for disease outbreaks, heat-proofed clinics, or supply chains that don’t collapse during floods. The impact would be felt most in communities that currently face the worst health harms from a changing climate with the fewest resources to respond. The project is not fundamental science—it is a focused diplomatic and logistical effort to make existing knowledge actionable.

View original technical description
The proposal is for a Wilton Park event that would lay the foundation to improve the quality and quantity of finance, partnerships and other resources to support developing country partners to develop and deliver plans to protect and human health in the face of climate change. This event will focus on resource mobilisation for actions promoted in the Belém Action Plan for Climate Change Adaptation in the Health Sector. It would help build consensus on the top actions required to: a) ensure health systems are resilient to climate change; b) build resilience and address vulnerabilities to the health impacts of climate change from outside the health sector. The event will also identify concrete opportunities and barriers for mobilising resources and make recommendations to unlock and synergise domestic and international resources and private finance to coherently implement country plans. The aim is for the discussions and networking opportunities to lead to partnerships and financing options that maximise synergies, flow and impact of resources and reduces burdens. This would be with a view to secure future agreements, for example, to new ways of working at country level, and/or to develop and publish climate and health strategies.
