The UK Data Service will provide an easy to use, innovative, trusted one-stop-shop for suppliers and users of social science data available in the UK and beyond. Users will come to the UKDS website to search for and browse data collections created by a wide range of data suppliers, including government data, data produced by IGOs and data from ESRC-funded research projects, and will be able to seamlessly access or download data for their own use. The service will rely on user registration to enhance the ability to tailor the service to the needs of individual users and to ensure that all licensing arrangements are correctly managed, but will strongly advocate Open Access to relevantly classified datasets while ensuring that access to personal data is maintained appropriately through the provision of secure access to sensitive data for trusted and Approved researchers. The UKDS will focus on providing a complete data service infrastructure for the ESRC which will affect the whole of the data life cycle, from creation to re-use and subsequent impact. The service will provide training in research data management and data analysis and support in how to interpret and use the data. It will select only the highest quality and highest value data for long-term preservation and access, it will ensure that relevant materials are provided to maximise the long-term research potential of these data and it will seamlessly interface with institutional repositories. It will provide state of the art resource discovery mechanisms, not just to find data held by the service, but to data and related research outputs held within institutional and other digital repositories. For the service to provide long-term access to data, the highest levels of digital repository and digital preservation techniques will be applied, and the service will conform to the relevant national and international standards to guarantee the highest level of service. We believe that the service will have a significant public impact: providing access to relevant quality data; influencing data creators; curating the national research data infrastructure; and ensuring that researchers have the highest quality relevant data to work with. The scope of the service is not limited to UK HE/FE. We will supply data to commercial organisations, central and local government, charities, other not-for-profit organisations as well as personal researchers, students and teachers where we are allowed to through licensing restrictions. The service will work with a wide range of stakeholders to ensure that the greatest level of value for money is provided to the funding council and that there is no wasted resource. Through a targeted communications strategy it will ensure that the benefits of the service and the data which it holds and supplies are publicised to the widest relevant audiences.
