Climate Justice and Equity in Scenario Assessments and Policy Actions

Inclusive climate action is one of the greatest justice challenges of the 21st century, yet current policies and knowledge frameworks often fail to address distributional, procedural, recognitional, restorative, and transitional dimensions. High-level strategies such as the Paris Agreement, the EU Green Deal and related directives insufficiently account for structural vulnerabilities, generating double inequities for marginalized communities, while Integrated Assessment Models remain dominated by Global North perspectives and lack the granularity to capture local disparities. These gaps undermine adaptation, democratic accountability, and societal readiness for climate action. CLIMEQUITY responds to these shortcomings by embedding justice and equity into climate scenario assessments and policy actions through a holistic, transdisciplinary and transboundary approach. By integrating technological, social science and humanities perspectives, the project develops bottom-up, context-sensitive pathways to climate action, grounded in participatory governance and the lived realities of vulnerable communities and marginalized members (women, youth, migrants, households at risk of energy poverty etc.) in both LMICs and EU Member States. Through its Adaptation Action Hub involving LMICs, CLIMEQUITY will co-produce equity-sensitive policy instruments, embed justice indicators into multi-scale models, establish a framework for tracking adaptation, and strengthen societal readiness across Global North and South. CLIMEQUITY outcomes will expand expand the EU’s knowledge base on climate justice, fosters inclusive decision-making, and promotes the uptake of fair and effective climate policies and models.
